Human Resources Officer

Job Description

The Human Resources Officer plays an important role in ensuring the effective management and development of human capital within the institution. The role encompasses a wide range of responsibilities spanning recruitment, retention, personal and professional growth, performance appraisal, payroll management, and financial support functions.

Roles and Responsibilities: 

Policy Development and Implementation

  • Implement human resource management policies and procedures, aligning with industry standards and best practices, to effectively manage and support the college's human capital in areas such as recruitment, performance management, professional development, and employee relations.
  • Develop and implement a 360-degree performance appraisal policy and procedure, providing clear criteria, assessment methods, and feedback mechanisms to evaluate and improve employee performance.
  • Manage the complaint and feedback handling policy and procedure for addressing grievances, ensuring that complaints or concerns raised by students, faculty, or staff members are promptly and fairly re-addressed, with a focus on resolution and maintaining a respectful and inclusive working and learning environment.

Recruitment and Vacancy Fulfillment

  • Manage the recruitment process, from vacancy identification to candidate selection and onboarding, ensuring timely, transparent, and efficient hiring to meet staffing needs.
  • Coordinate with relevant departments to attract, select, and onboard qualified candidates within established timelines.

Attendance and Leave Management

  • Maintain accurate daily attendance records for all staff members, ensuring timely updates and monitoring attendance discrepancies.
  • Notify staff members of any discrepancies in attendance records and provide the necessary support and guidance to rectify the issues.
  • Prepare and distribute monthly attendance summaries to relevant departments for payroll release, ensuring accuracy and compliance with policies.
  • Manage the leave management process, including the approval of leave requests, record-keeping of leave balances, and coordination of replacements during staff absences, to ensure uninterrupted operations across all college activities.

Retention Strategies and Employee Engagement

  • Develop and implement strategies to enhance faculty and staff retention, foster a supportive work environment, provide growth opportunities, and recognize contributions.
  • Conduct regular employee satisfaction assessments and address concerns to promote a positive work culture and long-term engagement.

Performance Appraisal and Professional Development

  • Collaborates with supervisors, department heads, and senior management to establish a performance appraisal framework that promotes fairness, transparency, and professional growth, fostering a culture of continuous improvement and accountability.
  • Conduct performance appraisals for faculty and staff, providing constructive feedback and identifying opportunities for growth and development.
  • Organize and implement capacity development programs, delivering targeted training initiatives to enhance the skills and competencies of faculty and staff.

Employee Satisfaction and Engagement:

  • Conduct employment satisfaction surveys, analyze feedback, and implement measures to enhance employee satisfaction and engagement.
  • Organize and coordinate staff retreats to promote team-building, professional development, and well-being sessions.

Payroll Management and Financial Support:

  • Oversee payroll processing, ensuring accuracy and compliance with policies and regulations.
  • Manage salary and benefits administration, collaborate on salary structure reviews, and implement competitive compensation practices.
  • Support finance in vendor payment processes, including invoice processing and approval workflows and payment timelines.
  • Collect tuition fees from students and ensure accurate fee records, including details of payments, bank deposit slips, and student information.
  • Inform and follow up with students about their payment deadlines and ensure timely reminders to facilitate prompt fee payment.
  • Coordinate with the finance department to ensure that all fee transactions are accurately recorded and deposited into the bank.
  • Provide assistance and support to students regarding fee-related inquiries and concerns, addressing any issues or discrepancies promptly and effectively.

Job Specification

Requirements: 

  • Bachelor's degree (Master’s preferred) in Human Resources Management, Business Administration, or a related field.
  • Three years of proven experience in human resources management, preferably in an academic or institutional setting.
  • Strong understanding of recruitment, retention, performance appraisal, and payroll management processes.
  • Able to handle the human resources department independently.
  • Excellent communication, interpersonal, and organizational skills.
  • Proficiency in the Microsoft Office Suite.
  • Ability to multitask, prioritize workload, and work effectively in a fast-paced environment.
